Were the Bulls in a watered down era struggling with the same Pacers in the playoffs that the Lakers destroyed?

That Pacers team the Bulls struggled with didn't have a prime Jermaine Oneal but the Pacers that got destroyed by the Lakers had a prime Jermaine Oneal. I love the Bulls but the Lakers looked unstoppable that year.
